Opponents of a plan to build the first glass skyscraper in St. Petersburg say the tower would ruin the Russian city's skyline. The resistance has prompted Prime Minister Vladimir Putin to back off the plan. Putin was a supporter of the tower, but he now says the decision to move forward with the plan is up to city authorities. The tower would house offices of Gazprom, a state-run gas company.
