The unemployment rate in the U.S. has surpassed 10% for the first time since 1983, coming in at 10.2% for October, the Labor Department said today. The Dow Jones industrial average topped 10,000 on Thursday after one report showing lower first-time claims for unemployment insurance and another showing improved retail sales. The Dow jumped more than 200 points to close at 10,005.
