The Obama administration is close to announcing a target for greenhouse-gas emissions, without waiting for action by Congress, a U.S. official said. The near-term target will be made public before the U.N. conference on climate change in Copenhagen, the official said. President Barack Obama is concerned that if the U.S. does not make some sort of concrete promise on greenhouse-gas emissions, the country will be fully blamed for a failure to achieve an international agreement on climate change, the official said.
