California Gov. Arnold Schwarzenegger on Monday signed a bond bill to allocate $11 billion to improving the state's water system. Voters will have the final say over the bill, which will build new dams and underground storage to combat California's water shortage. The legislation follows decisions up and down the West Coast to dismantle dams to save fish species, but after a three-year drought, the state is looking for quick answers to meet the water demands of its growing population.
