China's ZTE and Huawei Technologies have sold network equipment to African telecoms at prices that undercut Western-owned vendors, according to a published report that says the deals have been raising eyebrows because they are funded by low-interest loans that come with no strings attached. Loans from the World Bank and International Monetary Fund generally include conditions, such as human rights guarantees or increased transparency.
