Wireless carriers will begin working with the Department of Homeland Security and FCC on a 28-month program to test and deploy an emergency-alert system called IPAWS to deliver text messages on a geographic basis, down to users' counties, according to a government release. The Integrated Public Alert and Warning System will involve carriers that took part in the program's design specs, with public messaging set to begin in 2012.
