A federal appeals court has upheld the dismissal of a lawsuit by the cities of Louisville and Lexington, Ky., that argued that travel-booking Web sites such as Travelocity and Orbitz failed to pay taxes on hotel rooms that were rented. The lawsuit named hundreds of online hotel brokers and sought an unspecified amount for the two cities, as well as 24 other cities and 25 counties in Kentucky.
