Officials in New Canaan, Conn., say the number of out-of-district placements for special education is down this year. With students who have special behavioral needs or multiple medical needs comprising the bulk of out-of-district placements, administrators say their goal is to bring students back to district schools as quickly as possible. "Even though at a given moment in time, they may be receiving their education outside of the schools in the district, they are still our students," the district's superintendent said.
