Nearly 40 states hope to receive federal funds committed to a high-speed rail system, including California, which is seeking $4.7 billion for a line between Sacramento and San Diego. The federal government will spend at least $8 billion on the project, and states have requested nearly $60 billion. In Florida, lawmakers recently boosted spending on a commuter rail project they hope will improve the state's chances of securing federal rail funds.
