The Environmental Protection Agency on Monday declared that carbon dioxide and five other greenhouse gases are dangerous to human health and the environment -- a move that could lead to new emissions regulations for refineries, power plants and other major emitters. The announcement, made on the first day of the climate-change conference in Denmark, is expected to show that the U.S. is committed to fighting global warming, even as climate-change bills remain mired in Congress.
