New Jersey construction companies say that federal-stimulus measures haven't been enough to counter declining demand for their services. Worse, they say, review and permitting problems mean that many projects proposed by local administrations still aren't shovel-ready. "The stimulus is a nice help, but it wasn't as much as people think in terms of jobs and money," says Brian Tobin, director of the Associated General Contractors of New Jersey.
