The Los Angeles teachers union is in the running to control 30 city campuses under a deal reached between the school district and union officials. A school-reform plan allows for the creation of pilot schools, which give teachers more authority over school operations but keep the school and teachers affiliated with the district. Superintendent Ramon C. Cortines said the model has helped improve teaching and learning. The deal must still be approved by the union and the school board.
