Prompted by an independent evaluation that called their system "incoherent," officials in Keene, N.H., are working on a districtwide overhaul of special education. The district will focus this year on preschool and elementary-school programs, with a review of the policies, practices and services at the middle school to begin next fall. The district has also begun implementing some recommendations from the study, including moving a program for students with behavioral problems onto a high-school campus to promote inclusion.
