Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joseph Lieberman, I-Conn., have drafted a compromise climate-change measure that they hope will gain the votes needed for passage next year and could strengthen President Barack Obama's position at the global warming summit in Copenhagen. The compromise includes further incentives for offshore drilling, coal and nuclear, which the lawmakers believe would help persuade Republican as well as moderate Democratic senators to vote for the bill.
