Employers will start hiring again this spring, according to a forecast by White House Chief Economic Adviser Lawrence Summers. The recession has eliminated some 7.2 million jobs in two years, he said, but the loss of 11,000 jobs in November was the slimmest decline in 23 months. However, Summers added that unemployment figures may rise as job recovery motivates more people to enter the job search.
