While more than 97,000 new federal employees were hired this year, the government is simultaneously trying to trim its payrolls elsewhere with $25,000 buyout offers and other incentives to 37,000 workers. "More often than not, it is about agencies looking to reorganize themselves, and they decide that their work has changed dramatically," said Colleen Kelley, president of the National Treasury Employees Union.
