A Japanese newspaper reports the three Star Alliance members plan to file their applications by year's end, provided the U.S. and Japan ratify an "Open Skies" treaty, as expected. The three-way partnership would be the top operator of flights between the U.S. and Japan, with approximately 38% of the market.
