The $8.7 billion mass-transit tunnel that will link New Jersey commuters with Manhattan came a step closer to reality this week when the New Jersey transit board awarded the first major contract to contractors Judlau Contracting and Barnard. Under the $583 million award, the companies will start building a mile-long tunnel in Manhattan early next year. Their work is slated to be done by 2013.
