Owners of most small companies likely will prefer the Senate version of the health care reform bill, while their workers probably would like the House version to win out, writes Robb Mandelbaum. The Senate bill excludes 96% of all small businesses from the mandate to insure employees while the House bill offers a "transition" tax credit for only two years and includes a 5.4% excise tax on single filers with more than $500,000 in annual income and $1 million for joint filers.
