The Environmental Protection Agency's proposed "tailoring rule" to curb greenhouse-gas emissions will increase expenses for many small businesses, according to an industry advocate. The proposed rule is intended to shield smaller sites from having to buy permits under the Clean Air Act, but at least 1,200 small entities would still need to do so, according to a statement by the advocacy office of the Small Business Association.
