A federal and state investigation has prompted officials in Sacramento to shut off a project to install 13,000 new water meters scheduled for nine phases. The city also terminated two contracts with a water meter installer after the company's owner cashed city checks for about $65,000 but allegedly failed to pay workers. Those contracts represented about $3.4 million of $22 million in federal funds that Sacramento was awarded for water meter installation.
