Cities and states across the U.S. are increasingly turning to public-private partnerships to jump-start a sluggish construction market. Whether rescuing projects hurt by the downturn, creating construction demand -- for example, Las Vegas will move its City Hall -- or offering loans, some municipal and state governments are trying to lend developers a hand, in part because of their own need to gain even incremental tax revenue.
