National Taxpayer Advocate Nina Olson on Wednesday released a 700-page annual report outlining what she sees as the IRS' most noteworthy successes of 2009, as well as the agency's biggest challenges in providing core services. The report outlines the most serious problems taxpayers encounter when dealing with the IRS -- including service gaps and examination and collection issues -- and offers recommendations to Congress for addressing those issues.
