One of the big questions left unanswered when the owners of the mammoth Stuyvesant Town and Peter Cooper Village apartment complexes handed the property back to the lender was the matter of who will negotiate with tenants over rents. Last year, New York's highest court ruled the owners, then a group headed by Tishman Speyer Properties, had improperly raised rents on thousands of units. The court set up a procedure to negotiate the many unresolved issues with the tenants, but now the former owners are largely out of the picture.
