Members of the Philadelphia Federation of Teachers voted to approve a contract that includes two rounds of 3% across-the-board pay raises as well as a provision allowing administrators to reward the staffs at schools that are high-achieving or improve most. The contract also gives schools more authority in hiring teachers and creates a new evaluation system for rookie and struggling teachers. In addition, it extends the school year by one month for more than 90 schools with poor performance records, with staffers being paid for the extra work.
