A new report by New York's United Federation of Teachers said charter schools in New York City enroll a disproportionately smaller number of students from low-income households and students with special needs than do nearby public schools. The union's leadership called on education officials to enact a moratorium on new charters until the inequities are addressed. City officials accused the union of attempting to block new charter schools, which are not typically unionized.
