With more than 500,000 stray cats estimated to be roaming the streets of Chicago, PAWS Chicago says the "trap-neuter-release" program is a humane way of addressing the overpopulation and homelessness of these cats. A 2007 Cook County ordinance authorizes PAWS Chicago and five other organizations to carry out the TNR program in the city. Alley Cat Rescue, a national advocacy group, has proclaimed April 27 as "Free Feral Cat Spay Day" and called on veterinarians across the country to offer two free spays or neuters for stray cats.
