Washington state Gov. Chris Gregoire has proposed that all preschool programs in the state be required to meet certification standards. Gregoire's proposed "All Start" preschool system would certify all early-childhood programs, including those that operate for less than four hours a day and are not regulated by the state's Department of Early Learning. "Requiring our preschools to be certified will improve the quality of education while ensuring safety," Gregoire said.
