Sen. Evan Bayh's, D-Ind., surprise announcement that he will not run for a third term means another potential shift in the power structure of the Senate Banking Committee, where Bayh currently holds a seat. Two Republicans on the committee and Chairman Christopher Dodd, D-Conn., are also not seeking reelection, putting the panel in flux at a time when its work on regulatory reform is being closely watched by the financial services industry. "It's a remarkable shakeup of the committee," according to one financial-services executive. "It's basically a third of the committee turning over in a year."
