Central New Jersey is struggling to keep its waterways clean because of runoff from lawn fertilizer, trash, and leaking septic and sewer lines, according to a report by an environmental group. Nutrients, like phosphates, are hurting aquatic life, and increased development is putting a strain on septic and sewer system maintenance, says the group, which suggests that the state adopt tougher environmental policies to reverse the trend.
