A school-choice policy enacted throughout Colorado in the 1990s has resulted in long waiting lists and lotteries for seats in many of the state's most sought-after traditional and charter schools. State officials estimate that some 38,000 students are on charter-school waiting lists across the state, with one Colorado Springs school reporting a list of 7,800 students hoping to enroll.
