The snowstorms that shut down Congress this week are the latest in a series of blows to climate-change legislation. The extreme weather has made it harder to convince people that global warming is an imminent threat, said Sen. Jeff Bingaman, D-N.M., chairman of the Energy and Natural Resources Committee. Other Senate Democrats deny that the heavy snow is making a difference in the climate debate, but they admit there is growing doubt that such legislation will be passed this year.
