Some district officials said they have had no choice but to use the funds to prevent teacher layoffs and other cuts, but federal education officials continue to urge districts to use the money carefully for one-time expenses. "Decision-makers should consider, among other issues, if the proposed use of funds will avoid the cliff and improve productivity," federal special-education official Alexa Posny advised in an e-mail.
