Money-strapped states are releasing prisoners because they can't afford to keep them locked up, but that may be a short-term fix as inability to find work puts them at risk of re-offending and ending up back behind bars. "People want to hire the best they can get right now. Someone with a felony conviction is not 'best you can get,' " said Randall Countryman, who was released from prison last year.
