Idaho lawmakers are considering a bill introduced Monday that would lift the cap on the number of new charter schools allowed in the state and give preference to applications for schools that target students who are at-risk, considered disadvantaged, are gifted or who have disabilities. State Sen. John Goedde's proposed changes to the state's charter-school policies are aimed at positioning the state to win grant funding for schools under the federal Race to the Top program.
