The Open Skies agreement between the U.S. and Japan has one "glaring exception" not found in similar treaties around the world: Flight restrictions at Tokyo's Haneda Airport. Eight total slots have been awarded, split evenly between U.S. and Japanese carriers. Five carriers have applied for the four U.S. slots, but three of those -- American Airlines, Continental Airlines and United Airlines -- will have guaranteed access through their Japanese alliance partners. With no partners based in Japan, Delta Air Lines argued in its filing with the Transportation Department that it "must have the ability to offer Haneda service from both West coast and Eastern U.S. hub gateways."
