Sen. Christopher Dodd, D-Conn., chairman of the Senate banking committee, is expected to unveil legislation to overhaul the financial regulatory system, but the bill might no longer include a measure that would require that broker-dealers be held to a fiduciary standard. Members of the Senate panel are debating several issues in the legislation, and sources said a final decision on the fiduciary standard has not been made.
