The New York City teachers union and the NAACP have filed a lawsuit over the city's decision to close 19 struggling schools, saying officials did not properly research the negative effects of their decision. The suit, filed in state Supreme Court in Manhattan, alleges that the city failed to analyze how students with special needs and other high-needs populations will be affected by the elimination of programs as well as the effect on schools enrolling the more than 13,000 students who will be displaced.
