Educators and lawmakers are debating a proposal by Maryland Gov. Martin O'Malley to make teachers wait longer to become eligible for tenure in the state. While some say it could help elevate the teaching profession, others argue the state should instead take additional steps to make the designation more meaningful -- as schools have rarely exercised their right to dismiss ineffective teachers -- and that more should be done to support and train new teachers.
