To help prevent 104 million gallons of polluted storm runoff from reaching waterways, Los Angeles is considering a proposal that would require new homes, big developments and other redevelopment projects to collect and reuse rainwater or develop filtering systems. If passed, the proposal would take effect next year and builders would have to mitigate any runoff that reaches three-quarters of an inch or pay a management fee of $13 per gallon.
