State Sen. John Tassoni plans to withdraw legislation that would seek to control the feral cat population in Rhode Island and prevent the spread of infectious diseases after animal-rights groups expressed concern that the measure would lead to cat euthanizations. "Animal control doesn't know the difference between feral cats and domestic ones, and even if cats are chipped, some shelters don't have the proper technology to read them," said Denis Tabella, director of Defenders of Animals.
