Increasing calls to restrict the practice of dog chaining have prompted California, Vermont, Texas and 10 other states to pass restrictive tethering laws, according to the Animal Law Coalition. Seven more states are considering similar legislation, including a proposed bill in Illinois that could be the toughest state-level tethering law if approved. However, experts say the lack of manpower to enforce these tethering laws could hamper efforts to end the practice.
