Standard & Poor's cut its ratings outlook for Bank of America and Citigroup to negative from stable, citing increased uncertainty about the government's willingness to provide additional support that would benefit debt holders. "Markets are beginning to stabilize and the U.S. government is seeking ways to reduce the potential for moral hazard and systemic risk associated with large financial institutions," S&P credit analyst John Bartko wrote.
