A provision of federal law aimed at reducing racial disparities among students placed in special education is being applied in a Connecticut district that last year had 38 white students with autism, but just one black student and one Asian student. The Amity Regional School District must divert 15% of its special-education funding to create programs to address the disparity. If the disparities continue to exist, the district could see its federal funding reduced further.
