A $17.6 billion package aimed at encouraging companies to hire unemployed workers is on its way to President Barack Obama's desk for signature after the Senate passed the bill on a 68-29 vote. The measure would exempt businesses from payroll taxes on the jobless they employ through the end of the year. The bill would give employers a $1,000 corporate-income tax credit for workers kept on their payroll for 52 weeks.
