Airline executives and analysts say new federal tarmac delay rules, which take effect April 29, will lead to more canceled flights. Airlines will cancel service for bad weather and other issues rather than risk being fined, insiders said. The tarmac delay rules are just one example of additional "passenger rights" being phased in by Transportation Secretary Ray LaHood. There are also fines for chronically late flights, new requirements for posting delay information and tougher deadlines for responding to customer complaints. The Air Transport Association says airlines will comply with the new rules but predicts more flight disruptions as a result.
