A federal appeals court on Friday declined to overturn an FCC decision to maintain a rule that forbids cable companies from withholding channels in which they own an interest from their competitors, such as telecoms. Comcast said it would not appeal the ruling after arguing -- along with Cablevision Systems -- that changing market conditions had made the ban unnecessary. AT&T and Verizon Communications have filed several complaints with the FCC over cable program-access activities.
