Teachers in Houston are criticizing a new policy that allows teachers to be evaluated and possibly fired based on student test scores. The local teachers union plans to challenge the change because the value-added formula being used to evaluate them has not been made public. Randi Weingarten, president of the American Federation of Teachers, says "there's the right way and the wrong way to" use test data in evaluations, describing the systems in place in Houston and New York City as "high-stakes 'gotcha,' as opposed to using data to inform [classroom] instruction."
