The nation's two largest carriers said the FCC's decision to block them from negotiating a wholesale contract for wireless spectrum from a mobile-satellite services firm was potentially unlawful. AT&T and Verizon Communications said Monday that they were reviewing their options after the FCC on Friday approved Harbinger Capital Partners' purchase of satellite provider SkyTerra. Harbinger said it would build an LTE-based network to compete with the carriers by 2015.
