A proposal to get rid of the Gifted and Talented Education label for high-achieving students and fold them into the honors category in Santa Barbara, Calif., is generating controversy. School officials say the plan, which would also revamp the honors admissions policy, would open up challenging classes to more students. Critics argue that the plan, by accepting additional students, compromises the academic rigor found in the GATE program.
